TVPaint: Use client query functions

Modified TVPaint host to use query functions from PR.

Description

TVPaint is using query functions from openpype.client to get projects and assets.

Testing notes:

1. Frame start/end and fps should be set on workfile open
2. Publishing in TVPaint should work as expected
   • workfile is collected
   • render layers/passes are collected
   • render scene is collected
