Admin-only Features:

• Weekly billing project allocations will correctly display in the Admin interface when viewing a Timecard. (#1363)

Under The Hood:

• API
  • Projects that are weekly billed with 12.5% allocation will correctly show project_allocation: 0.125 in the JSON returned by the Timecard API. (#1369)
• Tests
  • Resolved a problem with utilization tests that arose around FY boundaries related to accidentally creating a ReportingPeriod that spanned two FY's. This problem blocked the last Tock release v20211005.1
