fix: StandardCircuitBuilder create_logic_constraint and uint logic_operator

Fixes create_logic_constraint in StandardCircuitBuilder. Previously it didn't constrain the quads to be computed from the input bits.
Fixes logic_operator in standard uint. Previously it didn't constrain the input values to be equal the new values after the operation.
