Unify user experience when using all Azure Spring starters

When users use different Azure Spring starters, they expect to have a unified experience configuring azure sdk properties, creating credentials, and Spring-related functions.

• The consistent user experience when configuring properties (Epic - Unify and complete configurations for all Azure Spring starters on top of Azure SDKs #23421)
• The consistent user experience when providing credentials (Realize azure credential chain to simplify and unify developer credential management experience across spring libraries. #21472)
  • Since Azure SDKs should support TokenCredential, we need to provide this capability in our starters:
    • Support TokenCredential in all storage/database area starters (Integrate TokenCredential supported by #21472 with Azure Spring Storage/Database libs #21486)
    • Support TokenCredential in all messaging area starters (Integrate TokenCredential supported by #21472 with Azure Spring Messaging libs #22704)
    • Support TokenCredential in all security area starters (Integrate TokenCredential supported by #21472 with Azure Spring Security libs #22705)
    • Support TokenCredential in all app config starters (Integrate TokenCredential supported by #21472 with Azure Spring App Config libs #22706)
  • Different authentication methods are supported in different Azure SDKs other than TokenCredential, we should support all authentication methods an Azure SDK supports in our starters:
    • Support other authentication methods in all storage/database area starters (Support Azure Database/Storage SDK dedicated authentication methods in Azure Spring Database/Storage libs #22707)
    • Support other authentication methods in all messaging area starters (Support Azure Security SDK dedicated authentication methods in Azure Spring Security libs #22708)
    • Support other authentication methods in all security area starters (Support Azure Messaging SDK dedicated authentication methods in Azure Spring Messaging libs #22709)
    • Support other authentication methods in all app config area starters (Support Azure AppConfig SDK dedicated authentication methods in Azure Spring App Config libs #22710)
• When Spring Boot Actuator is used and health endpoint is enabled in Spring Boot projects, health indicators are expected to indicate components' health status. We should support this in all our starters. (Implement health indicators for all Azure Spring starters #21974)
  • Support in messaging components ([FEATURE REQ] Provide a health indicator for Service Bus Spring starter #21976)
  • Support in storage/database components (Implement health indicators for database and storage components #21977)
  • Support in security components (Implement health indicators for security components #21979)
  • Support in app config components (Implement health indicator for App Config #21982)
