v1.4.1 Release/Deployment

Fixes should include:
- Residual issue with sharing queries via Outlook #115 - Existing pull request is #316 and has a merge conflict. Regina and Rod need to resolve merge conflict.
- Added API key to OpenWeather calls #315 - Existing pull request with merge conflicts. Regina and Rod need to resolve merge conflict.
- Fixes "issues" link in README.md #314 - Existing pull request, ready to merge after review.
- [Ability to Query Arrays #235] - Accepted pull request. Fix to resolve issue was submitted and accepted in #317.

Data issues

Beach Lab data not available since 2016 #309 (Plenario team)
OpenGrid not displaying recent Transportation Permits #308 (Plenario team)
