Override isLoading only if accountID is invalid

Details

When loading the profile page we were overriding isLoading in personalDetails to avoid infinite loading on invalid profile URLs (#21286). This PR changes it so that we only override that value if the ID is invalid.

Tests

1. From test account A, click the user avatar icon (a.k.a. Settings button) and select "Share code > Copy URL to Clipboard"
2. In an incognito window, paste the URL. Log in as test user B
3. Verify that test user B sees a brief loading screen before seeing test user A's profile and avatar.
4. Go to an invalid profile URL, such as https://staging.new.expensify.com/a/undefined
5. Verify that the not found view is rendered rather than continuous loading.

• Verify that no errors appear in the JS console

Offline tests

Cannot be tested offline as the test involves a fresh load of the application and logging in.

QA Steps

• If a new CSS style is added I verified that:
  • A similar style doesn't already exist
