[setup] Add libomp-9-dev to match with clang-9

This allows us to use -fopenmp when building with Clang; otherwise, we will have linker errors. It's a bit weird that Clang lives in our source prereqs (it's more like a maintainer-only dependency) but in any case we should place libomp-9-dev in whatever category clang-9 occupies, so for now that means it should go into source_distribution directly.
