feat: add image support documentation to read_file native tool description

Description

This PR addresses the issue where agents avoid using read_file for images because the tool description says "may not handle other binary files properly" without mentioning the comprehensive image support already implemented.

Implementation approach (per @nabilfreeman's feedback):

• Focus on native tool calling only (leave XML architecture as-is)
• Pass supportsImages parameter through the native tool building chain
• Conditionally include image format documentation when modelInfo.supportsImages is true

Changes:

• src/core/prompts/tools/native-tools/read_file.ts: Add supportsImages parameter to createReadFileTool() and use getReadFileSupportsNote() helper function to conditionally include image format documentation
• src/core/prompts/tools/native-tools/index.ts: Add supportsImages parameter to getNativeTools() and pass it to createReadFileTool()
• src/core/task/build-tools.ts: Extract modelInfo?.supportsImages and pass it to getNativeTools()

When supportsImages is true, the description now includes:

"Automatically processes and returns image files (PNG, JPG, JPEG, GIF, BMP, SVG, WEBP, ICO, AVIF) for visual analysis."

Test Procedure

• Added 13 new tests in src/core/prompts/tools/native-tools/__tests__/read_file.spec.ts
• Tests verify:
  • Image format documentation appears when supportsImages=true
  • Image format documentation is absent when supportsImages=false
  • Default value of supportsImages is false
  • Combined behavior with partialReadsEnabled
  • Tool structure (name, strict mode, required params)
  • PDF/DOCX support is always documented

Run tests: cd src && npx vitest run core/prompts/tools/native-tools/__tests__/read_file.spec.ts
