feat: check whether type parameter bounds are acyclic #886

Closes #874

Summary of Changes

Add a check to ensure type parameter bounds are acyclic.

Previously, it was only done for the first lower/upper bound for each type parameter. The two issues are orthogonal to each other, however, and should thus both be shown.
