UI - Update PoolBar slots

• Fix poolbar counts #53825

As mentioned in related issue/PR, the pool count can grow bigger than the actual total number of slots. That is because states that do not take up a slots (SCHEDULED and sometimes DEFERRED) should probably not be displayed in the bar but outside in the card.

That aims to improve how we display pool slots to clearly make a distinction between state that take up a pool slots and those that do not.

Pool has only 2 slots

Same thing can happen for pool summary in the dashboard, there are only 130 (128+2) total slots across all pools.
