Business metrics tracking UA 2.1

Description

This PR is for merging the business metrics user agent 2.1 feature branch into v4-development,. It includes the following previously reviewed and approved PRs:

• Add UserAgentFeatureId and UserAgentDetails for UA2.1 Feature Tracking #3707
• Add feature IDs for credential providers #3717
• Generate and Send the User Agent String with Business Metrics #3729
• Populate User Agent Details #3733
• Add DDB_MAPPER feature ID for requests originating from DynamoDBContext #3734

Additionally, this PR includes commit c4f47c7, which introduces the SSO_LOGIN feature IDs for tracking SSO login requests.

Testing

• Verified that requests using specific features include the corresponding feature ID in the User-Agent header.
