Objective

Fix ci hang, so we can merge pr's again.

hmm, it's not finding the older versions.

edit: switched the ppa to turtle(stable) and that seemed to work. I moved the action to the ci workflow temporarily to check. https://github.com/bevyengine/bevy/actions/runs/7362488351/job/20040974736?pr=11143

Not sure where to report the upstream error. Anyone else know where to?

- switch ppa action to use mesa stable versions

- use commit from bevyengine#11123
