Introduce Devfile V2

Adds a Devfile V2 for the sample.

Partially solves eclipse-che/che#19341

All the comments in the devfile will be cleaned up after carefully testing.

Image quay.io/eclipse/che-java11-maven is still used for the dev container. It will be replaced soon (eclipse-che/che#20657) on quay.io/devfile/universal-developer-image after solving issues with running of maven tasks eclipse-che/che#20699

The application cannot connect to the db, here is an issue about that: eclipse-che/che#20688
