what is the problem of ordering by the OID? Mostly curious, we can keep the text (though I vaguely remember text ordering is also broken sometimes for the tests if running different collations)

Being of type regclass, logicalrelid will print the name but behave as OID for comparison etc. Since the name is printed I'd prefer to order it by the name.

This should be solved since a while back I added --locale POSIX to our DB test setup.

In this release, I tried something different. I experimented with adding the PR number and title to the changelog right before each changelog entry. This way, it is easier to track where a particular changelog entry comes from. After reviews are over, I plan to remove those lines with PR numbers and titles. I went through all the PRs that are merged after 11.2.0 release and came up with a list of PRs that may need help with changelog entries. I'd expect authors to supply at changelog entries in `DESCRIPTION:` lines that are at most 78 characters. If you want to supply multi-line changelog items, you can have multiple lines that start with `DESCRIPTION:` instead. The following PR had an empty `DESCRIPTION:` line. This generates an empty changelog line that needs to be removed manually. Please either provide a short entry, or remove `DESCRIPTION:` line completely. ORDER BYclauses. I went ahead and added some other missing ones in the same file as well. Also, I replaced existingORDER BY logicalrelidwithORDER BY logicalrelid::text, in order to compare names, not OIDs.
