Inline JS in template files

The following template files have inline JS that should be remedied.

• address.tmpl -- Change QR code links to stimulus click handlers. Also page size selector onchange event. (Turbolinks-integrated query parameters and stimulus integration on address page #845)
• agenda.tmpl -- Inline data move to AJAX (Agenda chart data: inline -> AJAX #847)
• charts.tmpl -- Inline data. Move to AJAX (Agenda chart data: inline -> AJAX #847)
• explorer.tmpl -- onchange event handler to stimulus (Agenda chart data: inline -> AJAX #847)
• extras.tmpl -- Inline data. Move to AJAX or websocket. (Last of the inline JS removed #873)
• statistics.tmpl -- Move tooltip stuff to common file. Maybe index.js? (Last of the inline JS removed #873)
• ticketpool.tmpl -- Inline data. Move to AJAX. (ticketpool chart data inline -> AJAX #851)
• timelisting.tmpl -- onchange event handler to stimulus (Agenda chart data: inline -> AJAX #847)
• windows.tmpl -- onchange event handler to stimulus (Last of the inline JS removed #873)

This PR encompasses #841.

Nice let me know once all inline are removed and deployed in alpha. I will help with making the csp rules.
