Outerloop fails with "Required argument missing for command: 'crossgen2'" #122295
Description
Currently outerloop is failing widely with this failure.
From some digging, it seems to have been introduced in the range 7d37868...8734e30.
I see #121752 making changes to the crossgen2 testing, cc @elinor-fung, could that have introduced the failures?
