In 8.6, we will deliver the guided onboarding experience for Security and the product tour implemented via #132641 will no longer be relevant. This issue is to remove the product tour from the codebase.

Note that there will be new Security tours added as part of the 8.6 work (#138584, #138586, #138580), and we may be able to reuse some of the logic from the 8.4 work.

@alisonelizabeth That's correct. The 8.4 tours were a stop-gap that can be safely removed for the 8.6 implementation.
