[Guided onboarding] [Security] Implement Alerts tour

In 8.6, we will deliver the guided onboarding experience for Security. The "Alerts" step of the guided setup will include a new tour that needs to be implemented.

The proposed tour currently consists of the following steps (subject to change):

• "Your first alert" - This tour step points to the user's first alert after enabling recommended rules (see [Guided onboarding] [Security] Implement Rules tour #138580). The user must click "Next" to proceed to the next tour step.
• "Open the flyout" - This tour step points to a button icon to view details of the user's first alert. User must click the button to open the flyout and proceed to the next tour step.
• "Take action" - This tour step points to the "Take action" button at the button of the flyout. User must click the button and select "Create case" from the dropdown to dismiss the tour and proceed to the next step in the guided onboarding experience.

• We will need a prebuilt alert to show in the Alerts table once a user enables recommended rules.
