[Guided onboarding] [Security] Implement Rules tour

In 8.6, we will deliver the guided onboarding experience for Security. The "Rules" step of the guided setup will include a new tour that needs to be implemented.

The proposed tour currently only consists of one step (subject to change):

• "Turn on recommended rules" - This tour step points to an info banner that contains a "Turn on rules" button. Clicking the button will dismiss the tour and advance the guided setup to the next step.

Dependencies

• The banner shown in the mockup does not yet exist. This will need to be built before this work can start.
• We will need the finalized copy
