Adding better warning message to let user know that config file is missing and they need to set env parameters. #347

Addresses #300
Fixed the warning message so it is much clearer to user on when to set the environment variables.

Config path is optional and user does not need to provide it, however if the file is missing at the provided config_path or the default config_path (./feathr_config.yaml), there will be a warning message to let them know to set environment variables instead.
