* remove pm2 from this repository as it is added in central-backend * updated submodules
Allow for overrides of docker-compose.yml without impacting git status.

I believe this PR has all the commits it will have, with the exception of the submodule updates. I'll go ahead and mark it as ready. |

This PR prepares the release of v2023.3. It should only contain changes from other PRs that have already been approved and merged (and possibly merge commits from the
masterbranch).
