Godot version:
master branch, last tested on commit 30ab5c9

OS/device including version:
Windows 10 Pro v1909

Issue description:
The property "display/window/stretch/shrink" is ignored and does not work.
It's working in 3.2 and was working in master branch up to and including commit a2da99f, after which it stopped working.

Steps to reproduce:

  1. In project settings, set Stretch Mode to "viewport" and Shrink to something other than 1.
  2. Run project - it runs, but no scaling is applied
