Fixes #42927
1.Remove upstream fix patch fix-pass-utf-8-only-if-the-compiler-is-MSVC-at-build.patch.
2.Fix spdlog according to the upstream patch to adapt to fmt 11.1.0 version.
3. Update wpilib to adapt to the new version of fmt. (wpilibsuite/allwpilib#7593)
The "supports" clause reflects platforms that may be fixed by this new version.Any fixed CI baseline entries are removed from that file../vcpkg x-add-version --alland committing the result.Usage test passed with x64-windows triplet.
