overlapping bars feature #2839

Description

I did analysis of billboard.js and concluded it is not a good fit for our requirement of a "bullet chart" which has bars that intentionally overlap. Chart.js has this option for "stacked" axis, see demo here

Steps to check or reproduce

I searched billboard.js issues for any reference to overlapping bars but this was always considered a "bug" instead of a "feature". Perhaps the author would consider the concept of bars that intentionally overlap to open up some new possibilities for visualization.

Hi @FirstVertex, thanks for the suggestion.

Basically, our approach is if the features requested are generally adopted from similar libraries or has active usage on them, we'll consider implement them.

The "overlapped bars" also can be rendered with some limitation.
I made an example of this
