Description of feature

We could then more easilly specify what we want, so you would be able to do --vep_custom_args "--hgvsg" which is not possible at the moment due to bad interaction with params in the config files.

I'd recommend putting the custom args in a yml file as the -- can be easily confused with a pipeline arg
