might be better to just split instructions::CREATE
and instructions::CREATE2
in the upper match instead of matching twice.

New cost calculation seems ok. Maybe there is a way to factor the common calculation with sha3 (+31 >> 5). Also like @tomusdrw says create and create2 matching could be split.

This also changes SHA3 and memcpy costs to check overflowing. Currently it doesn't matter only because the unit gas cost is less than 32, but this restriction can be easily forgotten.
