What this PR does / why we need it:

Prevent machine controllers from writing in etcd at idle too often by
setting 120s lease, 20s retry and 110s deadline on all renewals. Higher
values cause tests to flake.

Add these packages so that we can build the vendored cluster-api from
the cluster-api-provider-checkout. It's useful to be able to build the
cluster-api reference manager from the main repo so that the manager
binary can be consumed elsewhere.
