Acceptance tests for exclude users from sharing changes

See PR #31490 - needs some acceptance test scenarios added as a separate PR.

Could be co-ordinated with "Add exclude_groups_from_sharing to capabilities" PR #31580 but that may not go ahead.

So make the acceptance tests to work without being able to double-check the exclude_groups_from_sharing via capabilities.
