Left the radix ones because they require a couple of patch-package patches to be updated. Didn't seem hard but it can go in a separate PR. Can't upgrade eslint because the plugins aren't ready (I think). And our
tunnel-ratis heavily modified with a patch so we can't upgrade. We should make our own copy and version it in repo (obviously with credit to the original); it's modified more or less beyond recognition.I didn't see any major features that we need among the upgraded packages.
