Bump web console (fix undefined on capacity page)

Staging this in case we want to sneak it into the next update. The full list of changes below looks long, but the top commit reverts almost all of them. The diff (oxidecomputer/console@e5a1f80...1f8ebf2) shows that I left in only the following fixes on top of the vetted v6 version:
