Weird "basal" height logic just didn't make any sense (was getting stuck at 1 when `DrawHeight` was 0)

Weird "basal" height logic just didn't make any sense (was getting stuck at 1 when
DrawHeightwas 0)Required for #24153. Hopefully this shouldn't change things in a bad way. At most it's going to be animating when it didn't before, and the base height constant may need tweaking.
