New Distribution Release Checklist

• Add any new packages to Nav2's metapackage
• Ensure release of nav2_minimal_turtlebot_sim is working properly and released into the new distribution
• Test in a docker container: build without warnings, the full system functional, nav2_system_tests turn over
• Create new migration guide page for new distribution
• Update mergify bot for new branch backport
• Create new branch for new distribution
• Update version numbers in main and backport to release branch to keep in sync for new 1.x.x naming schema. Make sure new packages conform.
• Run bloom with SLAM Toolbox due to nav2_map_server interdependency
• Check CI build jobs for dependency issues
• Update CI to work on distribution branch
• Update readme table for builds, including new packages introduced
• Make release announcement highlighting major new features
