This PR aims at uplifting the clippy::fn_null_check lint into rustc.

incorrect_fn_null_checks

(warn-by-default)

The incorrect_fn_null_checks lint checks for expression that checks if a function pointer is null.

Example

let fn_ptr: fn() = /* somehow obtained nullable function pointer */

if (fn_ptr as *const ()).is_null() { /* ... */ }

Explanation

Function pointers are assumed to be non-null, checking for their nullity is incorrect.

Mostly followed the instructions for uplifting a clippy lint described here: #99696 (review)

This is a bit similar to (but not the same as) #110166 , especially see this comment where it is pointed out that maybe all comparisons of function pointers should be linted for. But I guess it should be two lints still, one for when you do any fn pointer comparison, and one for when you compare it with null, which is especially bad.

Should there be tests for fn_ptr as fn() as *const () or similar, since you can do as <same fn type> forever before doing the cast to a raw pointer.

👍 I've tweaked the code to account for repeated casting and added a test.

I wonder if one should make a more general lint out of this. E.g. ideally this should also warn:

    let v: &u8 = &0;
    (v as *const u8).is_null();

At that point, it should be renamed. Maybe to incorrect_ptr_null_checks?

Sure, sound like a good idea. As for the naming, maybe useless_ptr_null_checks instead? (since for refs it's not really incorrect per-say, just useless)

Does T-lang have any objection extending the lint to mutable and immutable references ?

We can always tweak lints later -- they're not under the strong stability promise -- so I think extending the lint like this to something that's essentially the same check just in a different context is completely fine, without needing a fresh FCP.

(I wish fn had been &'static fn, to help make this parallel more obvious.)

The name useless_ptr_null_checks is fine IMO as well, but note that references aren't allowed to be null just as fn pointers aren't, so if you say that comparing fn pointers with null is incorrect, then comparing refs should be incorrect, too. It's certainly not unsound to do so in either case, it's just code that LLVM might optimize out, as Rust tells LLVM that the pointer has to be dereferencable. i.e. this Rust code (playground):

pub fn foo(v: &u8, w: fn()) {}

makes this LLVM IR:

; playground::foo
; Function Attrs: mustprogress nofree norecurse nosync nounwind nonlazybind readnone willreturn uwtable
define void @_ZN10playground3foo17he73a2191a67f3498E(ptr noalias nocapture noundef readonly align 1 dereferenceable(1) %v, ptr nocapture noundef nonnull readnone %w) unnamed_addr #0 {
start:
  ret void
}

Note the nonnull for w an the dereferenceable(1) for v, where latter more or less implies nonnull:

The nonnull attribute does not imply dereferenceability (consider a pointer to one element past the end of an array), however dereferenceable(<n>) does imply nonnull in addrspace(0) (which is the default address space) [...]

Uplift `clippy::fn_null_check` lint

This PR aims at uplifting the `clippy::fn_null_check` lint into rustc.

## `incorrect_fn_null_checks`

(warn-by-default)

The `incorrect_fn_null_checks` lint checks for expression that checks if a function pointer is null.

### Example

```rust
let fn_ptr: fn() = /* somehow obtained nullable function pointer */
if (fn_ptr as *const ()).is_null() { /* ... */ }
```

### Explanation

Function pointers are assumed to be non-null, checking for their nullity is incorrect.
