MTU not set correctly to hardware #2293

Description

In the latest master, mtu value 9100 is not set to hardware. This is a bug introduced as part of the commit (sonic-net/sonic-swss#653), since the default mtu value is set as 9100 (sonic-net/sonic-swss#574). There is a check introduced to skip pushing the value to SAI, if the configured mtu and current value is same. This breaks if the configured mtu value is 9100 (same as the default value).

Steps to reproduce the issue:

Load sonic build image from master, check show version below
Check mtu value in hardware
