Adapt OPA authorization documentation/examples/tests once v414 is no longer supported #496

We currently differentiate rego rules in the docs/examples/tests (e.g. https://github.com/stackabletech/trino-operator/blob/main/docs/modules/trino/pages/usage-guide/security.adoc#rego-for-trino-version-414) for v414 (our old authorizer) and v428 (the one that will be integrated in Trino).
This can be cleaned up once 414 is no longer supported by us.
