Describe the bug
Now that the press release is available, it should be added to the site banner and Q17 of the FAQs "when did the official version of the tool come out.

To Reproduce
Steps to reproduce the behavior:

  1. Go to '...'
  2. Click on '....'
  3. Scroll down to '....'
  4. See error

Expected behavior
Go from interim banner to real banner #2019 and add the press release https://www.whitehouse.gov/ceq/news-updates/2022/11/22/biden-harris-administration-launches-version-1-0-of-climate-and-economic-justice-screening-tool-key-step-in-implementing-president-bidens-justice40-initiative/

add the same link to the date in the FAQ (see content 1.0 doc for guidance.
