Describe the bug
On the about page, the link to statistical areas (regarding census tracts) is going to the CEJST methodology page and not the correct link which is
https://www.census.gov/programs-surveys/acs/geography-acs/geography-boundaries-by-year.html
the link should also be an external link

To Reproduce
Steps to reproduce the behavior:

  1. Go to 'About'
  2. Scroll down to 'How to use the tool'
  3. Click on "statistical areas"
  4. See error

Expected behavior
Should go here: https://www.census.gov/programs-surveys/acs/geography-acs/geography-boundaries-by-year.html
and be an external link

@vim-usds this is a new ticket with a relatively minor bug - link going wrong place - hope the ticket is self explanatory and can be fixed today?
