Describe the bug
NO should be all caps so that it is consistent with YES when a census tract is not considered disadvantaged.
PARTIALLY should be all caps so that it is consistent with YES when a census tract is not considered disadvantaged.

To Reproduce
Steps to reproduce the behavior:

  1. Go to 'Explore the map'
  2. Click on 'a not disadvantaged census tract'
  3. Scroll down to 'See panel'
  4. See error

Expected behavior
NO should be all CAPS like YES
PARTIALLY should be all CAPS like YES
