Challenges

  • Concepts vary across the domain ... different interpretations
  • Confusing for experts

GovReady's approach is to treat polices, processes and procedures as additional system components. (After all it is a system, right?)

Policies, processes, and procedures can reasonably expected to be "fixed" (e.g., recorded) in an authoritative document, just like an OS's, software libraries, and deployments are "fixed" in a code repository.

There would be value if OSCAL offered concrete definitions (e.g., standards) for what makes something a Policy vs Process vs Procedure.

Alternatively, OSCAL could define a mechanism for allowing catalog to meaningfully define each plus other non-technical items such that implementers could cross reference.
