Okay this should be ready for review now that deepcell-toolbox v0.12 is out. Things are looking good in CI, so I think this is ready for release (pending review of course). |

A patch release to upper-bound numpy to prevent errors related to expired scalar deprecations. Bumps the
deepcell-toolboxdependency as well, which already has more comprehensive fixes for this issue.
