WPB-21957 [Web/QA] Add fixture for creating teams

Summary

• Use updated version of endpoint now that API version is changed from v1 to v13
• This fixes a regression only affecting tests introduced by refactor(WPB-21957): create fixture for creating teams + refactor edit tests with it #19804
