Improve process to build l10n bundle without comments

⚠️ When this PR is merged, then l10n pipeline must be updated to run the new script

Proposed changes

This PR lets our VSCE l10n pipeline to generate the ZE bundle (bundle.l10n.json) without comments in just 1 command:
pnpm --filter vscode-extension-for-zowe generateLocalization --strip
