Cut release 11 #139

I'd like to cut release 11 this week.

Since release 10, these changes are merged in wasi-libc:
WebAssembly/wasi-libc#197
WebAssembly/wasi-libc#198

These outstanding PRs to wasi-libc seem reasonable to get in as part of this release:
WebAssembly/wasi-libc#173 DONE
WebAssembly/wasi-libc#199 DONE
WebAssembly/wasi-libc#162 DONE

wasi-libc pulled into sdk as #141

Since release 10, these changes are merged in wasi-sdk:
#123
#124
#126
#130
#132
#136

These outstanding PRs to wasi-sdk seem reasonable to get in as part of this release:
#134 SKIPPED
#137 DONE
#140 DONE

I don't think we need to block on #134, there are some parts of that the might land, others not.
