build_h3_tools: explicitly chmod the destination directory #10274

For systems where root has a restricted mask, explicitly have build_h3_tools.sh chmod the install directory so that it is accessible after installing each submodule. Otherwise future steps can't read the installs of previous ones and future users will not be able to access it.
