This PR addresses flaky MCP sampling tests by commenting out unreliable providers while keeping tests functional with the stable Anthropic provider.
- Disables three flaky provider configurations that don't consistently perform MCP sampling

anthropic:claude-haiku-4-5-20251001as the active test provider - Maintains test infrastructure for easy re-enablement when providers become more reliable
