Prevents the nodes from accidentally migrating to snap sync mode. Bor does not support snap sync mode, yet and hence it’s hard to recover the nodes if they go into this mode. (eth, cli: prevent snap sync mode migration - v0.2.x maticnetwork/bor#495)
