This was a bug. The reset is inside the if statement but the setCurrentDebugFiberInDEV is outside it. Meaning it wouldn't get reset.

For layout effects we start the timer around the whole list but here we start the timer around each create function. Why the difference?

CommitWork is meant to represent the thing that is specific to each Fiber type/tag. CommitWork/BeingWork/CompleteWork/UnwindWork all have that split. They could one day be replaced with a virtual dispatch onto a method on each Fiber type for example.
This moves the actual invocation of the effect list to CommitWork and renames them to correspond to the equivalent layout effects. That way the layout and passive effects are in the same place.
I renamed them to commitHookEffectListMount2 and commitHookEffectListUnmount2 to show this equivalence. However, they're not quite exactly the same. Not that we always should DRY but there's some suspicious inconsistencies here that suggest we should probably unify them.
