fix: leak strict mode with UMD builds

Summary

Fix #19591

This fixes that UMD builds are leaking strict mode out global scopes.
Rollup adds use strict with the umd build, so we don't have to add use strict manually with UMD_DEV.
Closure Compiler adds use strict with when language_out is ECMASCRIPT5_STRICT, so we have to add an extra iife to wrap a compiled code with UMD_PROD and UMD_PROFILING.

Test Plan
