Fix and enable tfproviderlint S006 check: Ensure TypeMap schemas all have Elems

Description

As per tfproviderlint check S006, we want to make sure that all TypeMap schemas have an Elem within them, to avoid breaking downstream tools.

Failing example:

&schema.Schema{
    Type: schema.TypeMap,
}

Should become:

&schema.Schema{
    Type: schema.TypeMap,
    Elem: &schema.Schema{Type: schema.TypeString},
}

Definition of Done

• In GNUmakefile, add -S006 to tfproviderlint command under lint target and have TravisCI testing pass
