golang/sys@f36f782 added similar functionality that I had been working on to manage a PROC_THREAD_ATTRIBUTE_LIST structure. Pull this in to avoid re-inventing the wheel. Signed-off-by: Daniel Canter <dcanter@microsoft.com>

that I had been working on to manage a PROC_THREAD_ATTRIBUTE_LIST structure. Pull this in to avoid
re-inventing the wheel. This will be useful for job containers to launch a process in a job when it's started, instead of assigning
it to the job after the process has already been started.
